    · The
    Wilmington Error Trend Tracker: I have created and implemented a VSR error trend tracker for the
    Wilmington Regional Office. This tracker enables me to enter any given VSR’s
    errors as they are received and compile a trend for that VSR for both monthly
    and yearly totals. With these totals I am able to do the following: 

    o The
    totals are transferred from each individual VSR onto a chart allowing the VSR
    and/or management to see their error trend to date.  

    o Additionally,
    this tracker then gathers all information from each VSR and compiles it onto a
    station wide error trend calculation and creates a station wide chart.  

    o Per
    managements desire, I am then able to link each fiscal year current to last and
    compare the error trends for each fiscal year on a station wide basis.  

    o I am
    then able to conduct a statistical analysis of quality review trends,
    significant problem areas, and processes requiring improvement ant tailor in
    office training. 

    o (Please
    see the attached copy of the error trend tracker. Please note that the errors
    have been changed to give examples of the tracker use and not actual Wilmington
    error trends). 

    · Subject
    Matter Expert for Veterans Benefits Management System User Acceptance Testing: Starting in October 2013 as a VSR I was
    selected as a tester for new Veterans Benefits Management System (VBMS)
    releases. I have continued testing currently as an AQRS and have completed to
    date a total of 18 testing cycles. Each testing cycle ranges from two weeks up
    to one month. As a subject matter expert (SME) I am expected to use my integral
    knowledge of claims development and now claims review to help the Office of
    Business Process Integration to identify the following: 

    o Defects
    in the current build of VBMS and the seriousness of each found issue. 

    o Enhancements
    to the current system or build to make the system more user friendly. 

    o Tips
    and training advice for the field based on each testing cycle. 

    o As a
    tester we represent all end users in the field when speaking with the non-VA
    program developers to better understand how we need the system to function to
    complete development on claims. 

      

      

    · End
    of Month, Fiscal Year, and Special Assignment Pushes: As an AQRS I have an intimate knowledge of
    the rules and regulations for development. As the mission changes monthly and
    yearly in the regional office I have been able to adjust my workload to help
    the station meet the current priority. Examples of shifting priority include
    but are not limited to the following: 

    o Shifting
    from AQRS reviews to complete station development for an end of the month or
    fiscal year push. 

    o Assisting
    the Quality Review Team (QRT) coach in review of error rebuttals received from
    the field.

    with the In-Process Review (IPR) project in fiscal year 2018.

    with the Individual Quality Review (IQR) backlog fiscal year 2017-2019. 

    · Delegation
    of Wilmington Regional Office: The Wilmington Regional Office (RO) is small with an employee total of
    no more than twenty-three. The Wilmington RO has one Officer in Charge
    (OIC)/coach and one assistant coach. When both the OIC and assistant coach are
    out of the office I have overseen the Wilmington RO via delegation memorandum.
    During these times I oversee everything in the office from public contact over
    site to rating and authorization. The single exception is approval of leave
    which is directed to the Philadelphia Regional Office. 

    •Interpret
    Federal law and regulations to ensure reviews follow National policies. 

    •Plan, schedule,
    and carry out reviews concerned with the analysis and evaluation of claims
    processing to identify trends to recommend training for rater and authorizing
    officials.  

    •Perform
    individual quality reviews to determine the authorization quality level of
    Veteran Service Representatives (VSRs) for purposes of individual performance
    awards. Exercise discretion and judgment when determining whether to broaden or
    narrow the scope of reviews based on managements needs. 

    •Serve as
    technical advisor to management in order to develop claims processing
    solutions.  

    •Develop local
    procedures to supplement regulations and directives or to reflect changes in
    the law and regulations. 

    •Ensure program
    requirements imposed by organization regulations and legal requirements are met
    and / or implemented.  

    •Prepare
    documentation to support unfavorable findings, including the appropriate
    citations, in order to provide justification for error decisions and indicate
    required actions and define administrative requirements.

    of claim review with management regarding the quality of work.

    preparation of reports and briefings to provide assessments to the first-line
    supervisor detailing strengths and weaknesses observed in the VSRs and to
