This position is an Information Technology Specialist (Applications) within the IT Development and Analysis cluster. The position carries the organizational title of Applications Specialist and is assigned to the Office of Office of Information Technology, Office of Management Programs, Civil Division, Department of Justice.


As an Information Technology Specialist (Applications), GS-2210-14, you will serve as an Applications Specialist responsible for supporting, developing, modernizing, and securing enterprise business applications that support the Civil Division's litigation and administrative operations. The incumbent provides technical expertise as a member of the Applications Services team in application development, systems integration, cybersecurity, and enterprise application support. Specific duties include: Coordinates and serves as technical lead in support of efforts across multiple DOJ components and Federal agencies to implement enterprise architecture modernization and bring online digital and AI capabilities that support the Division objectives. Serves as the appointed and formally designated System Owner for systems within the incumbent's assigned portfolio and is accountable for their technical operation, security configuration and accreditation compliance for public facing digital services. Integrates cybersecurity requirements throughout the planning, development, implementation, operation, and maintenance of enterprise applications. Provides technical direction and guidance to supporting contractor staff within the scope of assigned technical responsibilities. Identifies, evaluates, and recommends commercial off-the-shelf (COTS) and cloud-based solutions to support mission requirements. Defines technical business requirements, operational needs, digital capabilities to select and implement enterprise business solutions and related business processes. Develops and leads the execution project plans, schedules, milestones, risk logs, status reports and responsible for resolving assigned technical issues as a technical expert within the Applications team. Coordinates and serves as technical lead in support of efforts across multiple DOJ components and Federal agencies to implement enterprise architecture modernization and bring online digital and AI capabilities that support the Division objectives.


Requirements

Basic Qualifications (2210 series): Please refer to the OPM IT Management Series 2210 Qualification Standard for the specific experience requirements for the GS-12 and above positions. AND Specialized Experience: To qualify for the position of Information Technology Specialist (Applications), at GS-2210-14, you must meet have at least one year specialized experience equivalent to the GS-13 level in Federal Service, performing duties such as defining technical requirements and supporting the implementation and modernization of enterprise applications, including COTS and cloud-based solutions; providing technical leadership in software development, system integration, testing, and performance improvement; integrating cybersecurity requirements into application lifecycles, supported security assessments, and ensured compliance with federal standards; managing technical projects, coordinating upgrades or modernization efforts, and serving as a liaison across business, technical, and cybersecurity stakeholders.
